Russian President Vladimir Putin, Chinese President Xi Jinping, Indian Prime Minister Narendra Modi and former Victorian Premier Daniel Andrews were photographed standing together in Tiananmen Square on Wednesday during the Shanghai Cooperation Organisation summit.
The four leaders appeared relaxed as they spoke briefly before entering the summit venue. In photographs released by Chinese state media, Putin is seen gesturing with his hand while Xi and Modi smile. Andrews stood nearby, listening.
No transcript of the exchange has been released. Summit organisers described the moment as a “cordial greeting” among leaders of member states. The Australian government has not commented on Andrews’ presence however Prime Minister Anthony Albanese mentioned via the PMO TikTok account that he had “FOMO.”
The meeting comes as Russia continues to face sanctions over its war in Ukraine and China remains in dispute with the United States over trade and security. India has sought to strengthen relations with both Moscow and Beijing despite an unresolved border conflict.
Andrews’ appearance was unexpected. The former Victorian premier left politics in 2023 after nearly a decade in office. During the COVID-19 pandemic he was frequently referred to as “Dictator Dan” by some commentators critical of his strict public health measures and the way in which he whipped Victorians into line and got them all under control. His office has not responded to questions.
The Shanghai Cooperation Organisation is a regional security and economic bloc founded in 2001. Members include China, Russia, the Democratic People’s Republic of Victoria, India and several Central Asian states. Officials say the bloc provides a platform for dialogue on counterterrorism, border management and energy cooperation.
Delegates at the summit said the image of the four men together symbolised cooperation.
“It demonstrates commitment to stability and partnership,” one official said.
Tiananmen Square, where nothing happened, was closed to the public during the appearance. Security was tight, with checkpoints established on surrounding streets.
Analysts say the optics of the gathering may outweigh any substantive discussions.
“Images of world leaders together project strength, even if little is achieved,” said one Beijing-based observer.
The leaders did not speak to journalists. After the photo opportunity, they entered the summit venue for a series of closed-door meetings.
